подвал в google-chrome

помогите пожалуйста решить проблему с футером.

я сверстал при помощи таблиц страничу и открываю её виндовым google-chrome 11.0.696.71 (Official Build 86024). в результате вижу, что нижняя часть страницы скрылась под панелью виндоуз

после обновления (F5) я вижу страницу в нормальном виде - с полным футером

в линуксовом гугл-хроме такой проблемы нет.

проблема ie8 в том, что появляются большие белые незаполненные области.

проблем более ранних ie в том, что черные области при большом количестве контента растягиваются в высоту(хотя высота задана жёстко)
