Отображение фона fieldset в Internet Explorer

Здравствуйте. Столкнулся с такой проблемой: фон элемента fieldset вылезает за рамку и за legend, но только в IE, остальные браузеры отображают мой код нормально. Как пофиксить?

  Здравствуйте, подскажите какой тег использовать для увеличения значения, пример на картинке. Вроде, про такой тег я слышала. Если есть тег прогресс бар, значит и такое должно быть.
