Здравствуйте, подскажите какой тег использовать для увеличения значения, пример на картинке. Вроде, про такой тег я слышала. Если есть тег прогресс бар, значит и такое должно быть.

Мне нужно передать файл на сервер с помощью формы,
но Я имею путь к файлу в виде: http://xxx.xx/7544.jpg .
Скажите, есть ли возможность передавать такие файлы на сервер?
Если да то как это делать?
