Здравствуйте, подскажите какой тег использовать для увеличения значения, пример на картинке. Вроде, про такой тег я слышала. Если есть тег прогресс бар, значит и такое должно быть.

Почему в ИЕ так криво отображается сайт, тестил в хроме, лисе и сафари, все нормально. Но вот в ИЕ. Читал что нужно указывать доктайп, правда ли, что это спасет и какой именно? И я не о кодировке.
