Растянуть блок div

Есть блок

HTML

 <div class="sidebar" id="sideRight">{include file="sidebar.tpl"}                   </div><!-- .sidebar#sideRight -->

CSS

#sideRight {float: left; margin-right: -3px; width: 250px; margin:-100px 0 0 -250px; position: relative; background:#fff;height:100%;}

Нужно его растянуть на все высоту (чтобы и футер перекрывал)задавал height:100%; и html и body не помогло

Помогите как сделать ?

  Здравствуйте, подскажите какой тег использовать для увеличения значения, пример на картинке. Вроде, про такой тег я слышала. Если есть тег прогресс бар, значит и такое должно быть.
