ваш фон затеняем полностью или наложением полупрозрачного черного блока или делаем сам фон полупрозрачным на черном фоне

создаем блок с картинкой вашего фона, ограниченных размеров и overflow:hidden, создаем для него маску с затенением по краю, данный блок должен бегать за курсором мыши, а картинка внутри этого блока должна позиционироваться в соответствии с положением курсора над вашим фоном, так, чтобы картинка в блоке совмещалась с фоновой, надеюсь идея ясна
