Помагите новичку

Я не могу понять когда написал простой код

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html xmlns="http://www.w3.org/1999/xhtml">
<head>
<meta http-equiv="Content-Type" content="text/html; charset=windows-1251" />
<title>Это напечатано шрифтом Courier</title>
</head>
<body>
<p style="font-family:serif;">Это напечатано шрифтом Courier</p>
</body>
</html>

и в Мозиле и ИЕ показывает мне непонятние значки если я меняю

кодировку на UTF-8 то тогда виден текст на русском.

Почему так и где моя ошибка.
