почему css-правило не действует на текст внутри тэга option

Для селекта отдельно пропишите font-size: 1em.

Селект - это уникальный контрол, если нужен расписной, то это только ищи стилизацию спецовую, а так если просто размер и цвет текста, то пожалуйста

select option { color: red; font: 30px Verdana, Geneva, sans-serif;}

какое- то теор, объяснение есть....может ссылка почитать....как исправить понял

Я не нашёл в своё время, хотя не особо и искал ;) Select, legend и что-то ещё не наследуют свойства шрифта. Вот не наследуют и всё тут.
