Подскажите как разверстать макет

Здравствуйте.

Подскажите, пжл, как решить следующую задачу: необходимо создать макет из трех строк заполняющих окно по высоте на 100%.

При этом problemDIV должен растягиваться по высоте на 60% в зависимости от размеров окна (разрешения экрана). Содержимое блока programmaticHeight формируется программно и может быть по высоте размером до 1000px.

Текущий вариант http://proferrum.ru/debug/test.htm не устраивает тем, что высота problemDIV имеет фиксированное значение.

  Здравствуйте, подскажите какой тег использовать для увеличения значения, пример на картинке. Вроде, про такой тег я слышала. Если есть тег прогресс бар, значит и такое должно быть.
