Здравствуйте, подскажите какой тег использовать для увеличения значения, пример на картинке. Вроде, про такой тег я слышала. Если есть тег прогресс бар, значит и такое должно быть.

Написал гостевую, проблема: При загрузки сообщений вместо русских букв сплошные ????.
В my.cnf default-charset-set стоит cp1251, Кто подскажет в чем проблема? Гостевая написана на PHP, БД в MySQL и все енто дело работает под Апач...
