Здравствуйте, подскажите какой тег использовать для увеличения значения, пример на картинке. Вроде, про такой тег я слышала. Если есть тег прогресс бар, значит и такое должно быть.

хотел сделать на своей хтмл страничке что бы фотки-ссылки были обведены рамкой и рамка меняла цвет при наведении мыши. нашел сайт где так сделано.
там был в теге <head> такой код:

добавил я это код в <head> на своею страничку. в фаерфоксе2 - заработало, а больше нигде. однко та страничка откуда я брал код все делает как надо и во всех броузерах! как такое может быть ? ну не копипейстилка же потеряла код...
подскажите где ошибка ?
