проблема с height у IE

Здравствуйте!

У меня возникла проблема при создании сайта, с адекватным отображением его в браузерах IE всех версий.

Вот код:

<head>
<meta http-equiv="Content-Language" content="en-ru">

<body>
<table border="0" width="100%" cellpadding="0" style="border-collapse: collapse" id="table2">
	<tr>
		<td valign="top" height="16">Текст
		</td>
		<td width="220" rowspan="2"> <p> </p>
		<p> </p>
		<p> </td>
	</tr>
	<tr>
		<td valign="top">ывфвфывфывфы</td>
	</tr>
</table>
</body>
</html>

Проблема во второй строке, браузер IE всегда выводит её внизу общей таблицы, даже при явном указании ему высоты первой (верхней) ячейки. Нужно что бы ячейка 

<td valign="top">ывфвфывфывфы</td>

была сразу после 

<td valign="top" height="16">Текст</td>

В Опере и Лисе всё отображается нормально.

Да, проблема скорей всего в этом, но дело в том что во второй (правой) ячейки должна быть большая картинка... и если я суну туда ещё один <tr> это не чего не изменит. Картинка должна занимать пространства всех левых ячеек.

Вот примерно так, там где справа пустая ячейка, вот то и можно считать картинкой.
